Joycelyn Elders was the 19th Surgeon General of the United States. She served in the position from December 6, 1995 to January 21, 1997. Elders was a professor of medicine at the University of Arkansas for 27 years before becoming Surgeon General. As a physician, she was known for her work on infectious diseases, especially HIV/AIDS
During her time as Surgeon General, she played a key role in the effort to increase the use of condoms among groups at high risk for HIV/AIDS.
